A buyer's routing outcomes over a window

Returns a buyer’s routing outcomes on the calls created in the window: the calls routing considered it for, the calls it connected on, and the reasons it lost the rest, ranked by calls lost. Each call counts once, under the furthest outcome the buyer reached on it, so the ranked reasons add up to the calls considered minus the calls connected. Every outcome’s calls, times and average bid follow. The window is read in whole hours. Counts begin at record_starts_at, the first hour on record for the account; pooled_counts_in_window is true when some buyers’ counts in the window were pooled together, which can leave this buyer’s counts short.
